Management of SUP products
In late October 2022, the Regulation on the reduction of the environmental impact of certain plastic products (hereinafter the SUP regulation) was published in the Official Gazette of the Republic of Slovenia.
The regulation applies to all producers who place single-use plastic products (SUP products) on the Slovenian market.
As part of the PRO system (Producer Responsibility Organization), you are required to pay a proportional share of the cleaning costs for public spaces due to waste generated by your SUP products, as well as the subsequent transportation and processing of this waste.
You are also required to join the implementation of the joint plan—by signing a contract with Dinos as one of the operators of the joint plan. On your behalf, we will ensure compliance with PRO obligations.


What are SUP products?
The acronym SUP stands for Single Use Plastics. SUP products are therefore:
- intended for single use,
- partly or entirely made from plastic, and
- available on the market in the form of packaging or as a standalone product.
According to the regulation, the following products are classified as SUP products:
- Drink cups: SUP product from section I, part C
- Food containers, such as boxes with or without lids, used for storing food: SUP product from section I, part C
- Wraps and wrappers containing food for immediate consumption from the wrapper or packaging: SUP product from section I, part C
- Drink containers and plastic bottles for beverages with a capacity of up to three liters: SUP product from section I, part C
- Light plastic carrier bags: SUP product from section I, part C
- Moist wipes: SUP product from section II, part C
- Balloons: SUP product from section II, part C
- Tobacco products with filters and filters marketed for use with tobacco products: SUP product from section III, part C
- Sanitary pads, tampons, and tampon applicators.
SUP products
Single-use plastic products are either fully or partly made from plastic and are generally intended for single use or short-term use.
An example of a SUP product is coffee cups, which are made of paper but lined with a plastic coating. SUP products also include items made from a combination of plastic and other materials.
What does a contract for SUP mean?
- The regulation requires all business entities producing SUP products for the Slovenian market or using them as packaging within our territory to fulfill certain obligations, including signing a contract with the operator of a joint plan – Dinos. On your behalf, we will ensure compliance with PRO obligations.

What is the purpose of the SUP regulation?
One of the main purposes of the SUP regulation is to reduce the amount of waste generated by businesses and sole proprietors supplying SUP products to the market.
To achieve the goal of the SUP regulation, obligated parties must take the following actions:
- reduce the supply of SUP products, and
- inform consumers about alternative products and the environmental impact of littering with SUP products.
You can reduce the supply of SUP products by:
- replacing SUP products with alternatives that can be reused or contain less or no plastic,
- introducing a deposit return scheme for used products,
- allowing consumers to use their own reusable products instead of SUP products.
Consumer awareness must be raised at least once a year (e.g., through advertising campaigns). If you sign a contract with Dinos, we can carry out this obligation on your behalf.
